Violent Crime Information System - Overview
The mission of Arctic Originals, Inc. (AOI) is to deliver state-of-the-art applications and services to all government markets either as stand-alone solutions or within the context of a self-funding enterprise-portal partnership

The administration of criminal justice in the United States and the world over involves law enforcement, prosecution, judicial and correction agencies. Each has a different role, but all share a common purpose of administering justice and protecting the public.

For criminal justice agencies to work together effectively requires a sharing of information. Computer technology makes such sharing of information a very timely and efficient process. Providing this technology is the mission of AOI and our Violent Crime Information System (VCIS), a portal system for both state and federal level government access.

 VCIS Information Services

The broad government network shares information, conducts internal audit and analysis and enforces regulatory mandates on an annual volume magnitude rivaling the largest enterprises. AOI focus is elevating government resources in Management of crime data, with our broad application of developmental resources and expertise will enable AOI to accelerate the adoption of eGovernment solutions to federal, state and local partners. AOI designs, builds and deploys the infrastructures and applications that support and web-enable crime management network systems. AOI solutions leverage legacy systems and innovative intranet / extranet concepts to streamline cross-venue, agency to agency relationships and interactions in the government marketplace. These solutions are designed to integrate effectively with legacy agency systems, providing cost effective management with rapid return on investment.

AOI works closely with government agency departments in formating designs to web enable the vast consortium of federal, state and multi-agency participation to municipal government agencies, statewide, and public/private Internet solutions.

As citizen expectations and political pressures to use the Internet escalates, federal, state and municipal governments are turning to web-based, e-Commerce technologies to improve the quality of public service. Stop It! product suites enable secure, customized, end-to-end Internet business and communication with government and citizens across the broad spectrum of these high profile transaction types Accessing the World Wide Web to search for, sort through and print court findings, legislative spending initiatives, property surveys, campaign contributions/expenditures or criminal offender information of public record is being demanded by residents nationwide. We provide the web enabled solution meeting both government and public demands. Stop It! - Keeping the doors of government open for the benefit of citizens, 24 hours each day, 365 days a year, snow, rain or sunny days.


Through the implementation of Stop It! Portal utilities and custom agency management systems government is able to capitalize on the financial and political benefits of streamlined business processes and increased points of public access from Internet portal points. Return On Investment is rapidly acheived with low cost procurement thorugh VCIS Portal Services due to reduced overhead and interagency budget and system maintenance risks.

 Organization   Four Divisions

Organizationally, VCIS is divided into four divisions.
The primary responsibilities of each division are:

  • Administration includes the director and fiscal officer. Their responsibilities involve the various duties of managing the agency, such as budgeting, accounting, purchasing and payroll.
  • Operations Division is responsible for training, data quality, record auditing, providing technical assistance, and general liaison with system users.
  • Criminal History Division is responsible for administering the state's central repository of criminal history records. The division also manages the Sex Offender Registry for each state.
  • Information Services Division is responsible for the technical operations of VCIS, including systems analysis, design, programming and maintenance of all computer applications.

 Report Functions: Public Registrant Poster - Photo Line-Up

Stop It! Portal utilities with enhanced value added features© provides Law Enforcement Agencies the edge.

Public Registrant Poster (PRP)  The Stop It! application can be enhanced with the addition of this powerful feature. PRP formats a selected record into a poster that may be previewed and edited as needed then printed in color or black and white. The PRP may provide nearly any format and data output. The most commonly used data fields are registrant name, image, registrant classification, physical descriptors, crimes, AKAs, agency name and contact data.

Photo Line-Up  This tool is used by law enforcement agencies. As an enhancement to Stop It!, this tool will allow for the search and selection of up to six images which are then lined up and presented across the screen. Ranges or specific search criteria with filters can be used to extract your data records with similarities or "look alike" attributes such as physical description, marks, weight and/or age ranges. After the search filters are applied, the resulting registrant photos appear on a photo line-up listing from which one may choose the final six picture line-up. The photo line-up can view by a potential witness and/or printed with choice of identifying names or numbers. Registrant's data may be viewed at any time by clicking on an image within the line-up.

 Data Security

Data is protected by a Virtual Private Network (VPN) system. VPN utilizes the most current applications in data compression and encoding for security during data transfer.
Stop it! security starts right at the beginning (opening screens) with our dual mode password system. Dual mode controls allow for restriction of sensitive data in "public mode" as well as unique password protection in "LEA (Law Enforcement Agency) mode." Again, data available in public mode are tailored to your acceptable search criteria for public views.

  Application Service Provider (ASP)

Sexoffender has developed strategic relationships that will redefine the boundaries of electronic information mission-critical business software applications and services. This Alignment, which utilizes Oracle systems provides us with one of the most powerful databases in the world. The strategic alliance between our ASP network and Oracle's Business OnLine software hosting service provides high-bandwidth, securely hosted solutions for Sex Offender's Stop It Portal Services.
