NCHIP

Under the National Criminal History Improvement Program (NCHIP), Bureau of Justice Statistics (BJS) will provide one grant to all 50 states to enhance the quality, accuracy and accessibility of the nation's criminal history record system.  National Criminal History Improvement Program (NCHIP) is an umbrella program designed to assist States in meeting evolving Federal and State requirements concerning criminal history and related records such as protective orders and sexual offender registry records.

Funds Available Through BJS and U.S. Justice Department for FY 2017 NCHIP Grants for Graduate Research Fellowship Program for Criminal Justice Statistics: Direct awards and technical assistance will help states improve the quality, completeness and accessibility of criminal history records.

Areas of NCHIP Technical Assistance

Technical assistance is provided for the following: 

• Improving disposition reporting rates, particularly court dispositions and arrests;

• Implementing procedures that enable a state to serve as a Point of Contact between firearms dealers and the National Instant Criminal Background Check System (NICS);

• Developing and implementing flagging procedures to help identify felony records, convictions for crimes involving children, etc., for purposes of firearm presale and pre-employment checks.

• Implementing automated fingerprint identification systems (AFIS) and livescan technologies to support NICS;

• Reviewing legal and policy issues in the event that some state statutes, regulations or policies may have to be reconciled to the federal requirements;

• Participating in the Interstate Identification Index (III); and

• Implementing the model electronic, interstate rap sheet.
